The Turcot Interchange is a blight that needs to be removed. Enlightened cities around the world are removing freeways and replacing them with surface streets. Seoul, South Korea, San Francisco, Stockholm, New York and dozens of other places are removing grade separated roads and restoring streets that add value and distribute traffic better especially at peak times. 

Tearing down freeways may seem crazy or at least counterintuitive, but Montrealers should ask themselves what model they prefer for their city, Paris or Detroit. Paris has no freeways in the city; Detroit is covered with grade separated roads. Paris is complex, congested and crowded; Detroit is almost empty. Traffic congestion has been defeated in Detroit. It is still a problem in Montreal and Paris. Montreal can defeat congestion or be a great city. It's your choice.
